Summary
- The Technical Project Manager II, Capital Projects reports directly to the Director, Capital Projects. The primary responsibility for this position will be the project management of various types of design and construction projects for bus transit infrastructure, or building projects including Metro Rapid Infrastructure projects. The Project Manager will plan, schedule, and coordinate design and construction; and otherwise manage project activities; direct the work of professional consultants; review project design and specifications; and coordinate projects with jurisdictional authorities.
Primary Responsibilities
- Plan, schedule, and manage capital projects.
- Manage licensed professionals to ensure compliance with Capital Metro initiatives and other regulatory agency requirements.
- Review and oversee project design, contract specifications, and contract documents, and approve appropriate modifications.
- Direct and evaluate services provided by professional consultants, including Architects and Engineers.
- Provide technical advice and assistance to Capital Metro management, field personnel, contractors, and consultants.
- Conduct field visits and inspections and monitor compliance with project specifications. Direct work changes and stoppages when appropriate
- Act as liaison with internal and external organizations, and represent Capital Metro with jurisdictional authorities including state, county, and city staff and elected officials.
- Monitor consultant and contractor adherence to contract terms and specifications. Identify discrepancies and facilitate appropriate resolution with the consultant/contractor.
- Develop project budget, monitor project expenditures, and approve payment to consultants and contractors. Determine cash-flow projections for the project execution and compare actual expenditures monthly. Review monthly invoices. Maintain accurate project /program financial records. Maintain and update the master spreadsheet
- Evaluate engineering design proposals for various projects related to transportation infrastructure, and participate in the engineering contract award process. Review preliminary designs compare the actual site conditions and recommend changes incorporating additional sidewalks, curb ramps and turnouts, if required. Review final engineering design plans and recommend changes.
- Develop scope, and specifications, monitor the bidding process; participate in the pre-bid meetings, and selection of contractors. Prepare construction schedules and logistics for project construction, monitor the schedule of work, and oversee construction logistics.
- Support Capital Metropolitan Transportation Authority’s Safety Management Systems (SMS) process by following safety and security policies, considering safety in every action, and reporting safety and security concerns.
- Performs related duties as required and/or assigned.
Minimum Qualification
Education and Experience:
- Bachelor’s degree in civil engineering, architecture, construction, or a related field. Related experience may substitute for the required degree with a maximum substitution of 4 years.
- Five (5) years of relevant experience in project management for capital improvement projects.
- Experience in using word processing and Excel spreadsheet software.
Knowledge, Skills and Abilities
- Knowledge of engineering and architectural project management methods and practices.
- Knowledge of construction management techniques, engineering, and/or architectural principles, practices, and methods.
- Knowledge of applicable State, County, and City codes, standards, and regulations.
- Skill in evaluating contract agreements.
- Skill in completing projects within the required scheduling.
- Skill in reading and interpreting plans, plans, and specifications.
- Skill in developing and monitoring project budgets and timelines.
- Skill in effectively communicating both orally and in writing; and making presentations to the Board.
- Ability to work independently; to communicate effectively with co-workers, Professional Consultants, Contractors, governmental entities, and the public.
- Ability to direct engineering, architectural, and construction consultants.
